Garth J. Kruger, Ph.D.

Prior to forming EvaluationGroup, LLC, Dr. Kruger was the Project Director for Evaluation at the University of North Dakota’s Center for Rural Health -School of Medicine and Health Sciences. He lead evaluation initiatives for the State of North Dakota, Center’s for Disease Control and Prevention, National Institutes of Health, and the United States Department of Education among others. Dr. Kruger has been a program evaluation researcher for over 12 years. Prior to his employment at the Center, Dr. Kruger worked with the Michigan Public Health Institute in Lansing, Michigan. There his evaluation activities were supported through grants by The Governor’s Discretionary Grant Fund, State of Michigan, Michigan Safe and Drug Free Schools, Michigan Virtual University, and the Michigan Department of Community Health. Dr. Kruger is the Director of EvaluationGroup,LLC. In his free time he enjoys beach volleyball and fishing.

Dmitri Poltavski, Ph.D.



Dr. Poltavski received his Ph. D in experimental psychology from the University of North Dakota. Dr Poltavski has had extensive experience with various advanced statistical techniques including mixed linear modeling, logistic and multiple regressions, complex samples as well as nonparametric statistical techniques. As a program evaluator Dr. Poltavski has had experience in evaluating effectiveness of anti-smoking media campaigns, tobacco cessation programs, behavioral risk factors in American Indian communities as well as effectiveness of school-based programs to counteract pediatric obesity.

Jacqueline S. Gray, Ph.D.

Dr. Gray is from Oklahoma and of Choctaw and Cherokee descent. She has worked with tribes throughout Indian Country over the past 25 years in the areas of health, education, counseling, and program development. She also has experience in medical research at the Oklahoma Health Sciences Center in Oklahoma City and at the Norman Regional Hospital. Dr. Gray worked for over 8 years providing counseling, assessment, and program development services through the Creek County Health Department in Oklahoma.
